Employee Training Is Part of Virginia Tobacco Permit Compliance Beginning October 1, 2026, Virginia retail tobacco dealers are required to attest that they have conducted education and training for their employees on specific tobacco retail laws and compliance responsibilities. Virginia Code § 59.1-293.13 requires employee education and training related to: Virginia’s tobacco permitting, sales, and compliance requirements under Article 4, § 4.1-355 et seq. of Title 4.1; The prohibition against selling tobacco products to anyone under 21 and other restrictions established by Virginia law; Acceptable forms of identification used to verify a customer’s age; and The legal penalties that may result from violations by the retailer or its employees. The Virginia ABC Licensing system also requires tobacco permit applicants to acknowledge their responsibility to comply with § 59.1-293.13, § 4.1-355 et seq., and any regulations or requirements adopted under those laws.
